I can offer no explanation or refutation until I see the grounds of the charges made against me - I am entitled to have them furnished to me. I respectfully request that they may be furnished. I have looked into the Rules and Regulations to ascertain my rights and privileges under existing circumstances. I find from Article 34 that any answer I may make to the charges forming the subject of the communication mentioned in Article 33, is for the consideration of the Governor - if he thinks it unsatisfactory, he will then remit the case to the Executive Council.
